For every ship with a balloon equipped will boost the damage of the fleet (post-cap):

Modifier [5]	1.02	1.04	1.06

The effect stacks up to 3 ships.
The effects do not stack for multiple balloons on a same ship,
The effect applies only to day shelling (not to torpedo or night battle),
If the ship deploying it is sunk, the balloon is then removed, as well as its bonus.
