*Additionally, we discovered that on Medium and Hard it is simply tag restricted. So the composition doesn't really matter much as there are frontliners who cleared this unlock with the same fleet they used for phase 1 with 3CV(B)'s. On lower difficulty it is composition based and if you used the exact same comp from phase 1 with a mixed set of tags you will begin at Starting Point 1 instead of Starting Point 2 because you have more than 1 CV(B).
