New Technology Aircraft Blueprints (Jet Blueprint; 新型航空機設計図) are items currently only used for quests. They can be obtained through quests or events.
Description
新型航空機の開発、戦力化するために必要な技術図面です。
※開発には複数図面必要です。
※任務や装備改修で使用可能。
These are the technical drawings required to develop and field a new type of aircraft.
※ Multiple drawings are required for development.
※ Can be used in quests and equipment upgrades.
How to Obtain

Events and limited quests can reward it. Due to the uncertainty of such rewards, please check the current event/quest page for up-to-date details.
From limited-time quest: 20WiG6 (choice), 20WiG5 (x2, choice), 2103 G4 (x4, choice), 2411 F1 (choice), 2505 B6 (choice)
